City Scan page link

I had removed the link before as I felt that City Scan happened only once and so far showed no importance in the plot. Also, the City Scan page has even yet to be created, hence creating an unnecessary red link. If anyone thinks otherwise, let's discuss it here and not turn the page into an edit war. Thank you.
