So, here's the scenario. Player one has Koa'ki Meiru Doom face-up on the field. Player 2 has Destiny HERO - Plasma in their hands. It's Player 2's Main Phase 1. Player 2 controls 3 monsters.
1) Can Player 2 Special Summon Destiny HERO - Plasma? Koa'ki Meiru Doom's rullings state that will negate effects that activate outside of field as well. Are Summoning Conditions considered effects? If they are (and therefore negated), can Destiny HERO - Plasma be Tribute Summoned the normal way?
2) Let's say Player 2 manages to summon Destiny HERO - Plasma. Am I right to think that Koa'ki Meiru Doom's effect will be negated by Plasma's "Negate the effects of all face-up monsters your opponent controls." text, so Plasma can now activate his Ignition Effect?

- 1) Summoning Condition ≠ Effect. Inherent Special Summons do not activate.
- 2) It's a Continuous Effect, it does not activate, so Doom doesn't negate it. It negates Doom.

Just crossed my mind... How can you tell when some of the text is a Summoning Condition or an effect? For example, you told me Destiny HERO - Plasma's text states an Inherent Special Summon. I've read somewhere that the same applies for Grapha, Dragon Lord of Dark World. But I've also read somewhere (else) that, for example, Red-Eyes Darkness Metal Dragon's and Master Hyperion's texts are effects and are negated by Koa'ki Meiru Doom.
