Is this move legal... my opponent normal summoned a monster then i respond book of moon to his tuner monster but he chained solemn judgment after the resolution Can I activate Book of moon or It is his priority to synchro first since he won the chain and the monster is successfully summoned.

I don't know what you mean by "after the resolution?" If your opponent summons a tuner, and then you book his tuner, but he solemns your book... your book should be destroyed. What *I believe* you can do is if you have another book you can activate it after that chain is resolved... After the Chain involving "Book of Moon" and "Solemn Judgment" resolves, players can respond to that Chain (for example, with "Gust" or... that new card whose name I can never remember). So yes, you can activate a second copy of "Book of Moon" at this time.
Note that your opponent (the Turn Player) gets the first chance to activate something in response to the Chain. However, he can only activate a Spell Speed 2+ effect at this time. He can't Synchro Summon at this time, so that shouldn't cause problems. --Deus Ex Machina 13:28, December 19, 2010 (UTC)

why he cant synchro summon? since the monster is been succesfully summoned or the resolution is over?

Because there are something that have prevent him from successful Synchro Summon. Book of Moon can cover one of materials, while Solemn Judgment/Warning can destroy the material from reach the field. Remember: after you Summon a monster, in response to the Summon, you can activate the monster's Ignition Effect or a Spell Speed 2+ effect. But, you can't activate a Normal Spell Cards, nor Normal/Synchro/etc Summon a monster, or anything like that. Even if you don't activate anything (because you just want to hurry up and Synchro Summon), your opponent still gets the chance to respond to the Summon.
The same thing applies in general. If anything happens, then players can respond to it by activating Spell Speed 2+ effects (but not Ignition Effects; that's reserved for responding to Summoning a monster). You can't activate a Normal Spell Card, nor Normal/Synchro Summon/etc Summon (and so on) in response to the thing happening.
So, after "Solemn Judgment" finishes resolving, players can respond to it, but only with Spell Speed 2+ effects. You can't Synchro Summon right now. Regardless of whether or not you activate anything right now, your opponent still gets the chance to respond to the Chain resolving, such as with a second "Book of Moon". --Deus Ex Machina 17:26, December 20, 2010 (UTC)
