Forum:A Legendary Ocean question

While A Legendary Ocean is in play, are Lv. 1 Water Monsters, such as Blizzed, Defender of the Ice Barrier, counted as being Lv. 0, or is Lv. 1 the minimum and thus they are unaffected by it? In reality, Level 1 cannot going beyond below anymore. It would do the same with each level down effect. "Noisy Gnat" is quite lucky one to have the maximum exceed'd. --FredCat 17:25, August 7, 2011 (UTC)
