Forum:The End of Anubus and Costs

In the field there is face-up The End of Anubis, can I special summon a monster that target cards in the graveyard for costs like Dark Necrofear or Chaos Sorcerer? I don't know if costs really target cards but I do know that costs are not effects. So is it legal to use cards as costs in the graveyard even if The End of Anubis is in the field? Costs never target. Summoning "Dark Necrofear" does not target anything in the Graveyard, so "The End of Anubis" will not negate the Summon. See Card Rulings:The End of Anubis:

"The End of Anubis" WILL NOT negate the Special Summon of "Chaos Emperor Dragon - Envoy of the End", "Black Luster Soldier - Envoy of the Beginning", "Dark Necrofear", "Soul of Purity and Light", etc. (because these involve costs, not effects, and "The End of Anubis" cannot negate paying costs). "The End of Anubis" WILL NOT negate "Strike Ninja"'s effect because removing 2 DARK monsters from the Graveyard is a cost.
