A Card Effect Lockdown strategy chiefly involves completely nullifying your opponent's card effects, thus making them rely solely on Monster presence, which can be done away with through attacking. You can approach this situation with a few cards.
The cards below are listed in tier in their respective categories, from highest effectiveness to lowest in a Deck themed around lockdown.
Please note that Card Effect Lockdown Decks employ virtually unstoppable Beatdown after the appropriate cards are on the field, meaning no further cards are then needed.

Recommended cards that negate Spell Cards
- Naturia Bamboo Shoot (Negates the activation of Spell Card and Trap Cards in general although the effect only works if you Tribute a "Naturia" Monster.)
- Naturia Exterio (While rather difficult to summon, requiring you to fuse "Naturia Beast" and "Naturia Barkion", you can summon it more easily by sending both to your Graveyard with "Gale Dogra" then use "Miracle Synchro Fusion" to Fusion Summon "Extrio". It can negate both Spell and Trap Cards using a combination of "Naturia Beast" and "Naturia Barkion's" effects.)
- Naturia Beast (Negates Spell Cards by sending the 2 top cards of your Deck to Graveyard. Easiest Spell-negating monster to Summon. Has synergy with the Trap-negating "Naturia Barkion".)
- "Secret Village of the Spellcasters" (Your opponent cannot activate Spell Cards while you control a face-up Spellcaster-Type Monster and they don't. Compared to "Horus", there are more Trap Cards and Monster Effects that can destroy Monsters, while there are fewer that destroy Spell and Trap Cards. Placed highest for similar reasons to "Horus LV8" (below), but may have more potential by itself.)
- "Silent Swordsman LV7" (Negates Spells altogether. Can be easy to Summon. Perfectly fits the description of negating Spell Cards.)
- Horus the Black Flame Dragon LV8 (Doesn't negate Spell Cards already on the field but still allows you to use Spell cards. Your opponent will generally have a monster for attacking, making it somewhat easy to summon.)

- Sorcerer of Dark Magic (High Summon cost. Negates any Trap Card except Continuous Trap Cards that are already active and/or Counter Trap Cards. It allows the controller to use Trap Cards. It has synergy with "Secret Village of the Spellcasters" as it is a Spellcaster-Type monster.)
- Ryu Senshi (Negates Normal Trap Cards by having you pay 1000 Life Points and it cannot be targeted by Spell Cards as a bonus. Although it's fairly hard to summon, you may try some stuff to bring it out.)
- Sky Scourge Invicil (Negates either Spell or Trap Cards depending on the monster tributed for its Tribute Summon.)
- Tyrant's Temper (Makes all your monsters unaffected by Trap Cards. This leaves a wide open space for Aggro strategies.)
Recommended cards that negate Monster Effects
- Destiny HERO - Plasma (Negates the effects of your opponent's. You can summon it using cards like "Fires of Doomsday" and "Scapegoat")
- Angel O7 (Is capable of negating the effect of any Effect Monster, except for Continuous Effects. It is superior to "Plasma" (described above) because there are many effects that do not resolve on the field, such as "Honest" and "Necro Gardna".)
- Skill Drain (Is a Trap Card and therefore can be negated by "Royal Decree" or a "Jinzo" that is already out. It also stops all Spell-negating cards (since the only non-monster is "Forbidden".)
Recommended cards that lock down the Graveyard
- The End of Anubis (Total Graveyard lockdown, except card removal from Graveyard.)
- Necrovalley (Blocks effects that affect other cards in the Graveyard other than themselves as well as card removal from Graveyard. It also allows you to use "Malefic" monsters, the most powerful and aggressive monsters for a beatdown strategy.
- Soul Drain: Combined with Horus LV 8, Royal Decree and Destiny Hero Plasma, the only cards that might stop you are Gorz the Emissary of Darkness and Super Polymerization.
Misc. Lockdowns and Supportive Cards
- Archlord Kristya (Easy to summon, stops Special Summons, returns to the top of your deck when destroyed, allowing further uses and has a high ATK power.)
- Cyber Blader (Negates any of your opponent's effects on the field. The main problem is your opponent must have exactly 3 monsters for the negation effect of "Cyber Blader" to work. Effective with "Ojama Trio".)
- Stardust Dragon/Assault Mode (Can negate any effect once per turn, and can re-summon "Stardust Dragon" when destroyed.)
- Stardust Dragon (Negates destruction effects.)
- Invader of Darkness (Negates "Quick-Play Spell Cards" and boasts a fairly high ATK score, being able to destroy monsters such as "Goyo Guardian" and "Archlord Kristya" without any boosts.)
- Royal Oppression (Negates Special Summons by paying 800 Life Points (but both players can use this card).)
- Royal Command (Negates Flip Monster Effects.)
- The Emperor's Holiday (Negates Equip Spell Cards.)
- Light and Darkness Dragon (Negates all effects activated after it is Summoned, but has a limit to the number it can negate. It also can't negate more than one effect in a chain, and it has to negate effects, so your opponent can bait it and then get rid of it with a powerful chained effect. It also is useless against deck using "Treeborn Frog" and "Naturia Pineapple".)
- Prime Material Dragon (Negates monster's destruction effects by discarding 1 card. Turns all Burn damage into Life Point gain.)
- Prime Material Falcon (Negates Spell and Trap Card destruction by monster's effects by discarding 1 card.)
- Dupe Frog (Having two on the field keeps your opponent from attacking any of your monsters)
- Marauding Captain (Having two on the field stops your opponent from declaring an attack against Warrior-Type monsters.)
- Magician's Valkyria (Having two on the field stops your opponent from declaring an attack against Spellcaster-Type monsters.)
- Solar Flare Dragon (Having two on the field stops your opponent from attacking either "Solar Flare Dragon" plus your opponent takes 1000 damage per turn.)
- Command Knight (Having two on the field stops your opponent from attacking either "Command Knight" and boosts both their ATK to 2000 each.)
- Soul-Absorbing Bone Tower (Having two on the field stops your opponent from attacking either "Soul-Absorbing Bone Tower" plus your opponent sends the top 4 cards of their Deck to their Graveyard each time a Zombie-Type monster is Special Summoned.)
- Imperial Iron Wall (Negates Banishing effects.)
- G.B. Hunter (Mainly used to counter "Gladiator Beasts" and spinning effects like "Raiza the Storm Monarch"/"Legendary Jujitsu Master".)
- Protector of the Sanctuary (Negates Drawing effects.)
- Dimension Fortress Weapon (Negates cards sent from the Deck to the Graveyard. Counters Mill and "Lightsworn" Decks.)
- Raregold Armor with Marshmallon or Arcana Force 0 - The Fool (Stops your opponent from attacking any monster other than your indestructible monster.)
- Marshmallon with Marshmallon Glasses (Same as above but "Marshmallon Glasses" isn't equipped to "Marshmallon" so if "Marshmallon" leaves the field you still have "Marshmallon Glasses".)
- Metalsilver Armor with King Dragun (Stops your opponent from using targeting effects.)
- Jowgen the Spiritualist or Fossil Dyna Pachycephalo (Destroy all Special Summoned monsters and keeps your opponent from Special Summoning any more monsters.)
- Spirit Barrier and Astral Barrier (As long as you have a monster on the field, your opponent's attacks can all become direct attacks and will not inflict any damage.)
- Des Wombat (Negates Effect Damage. Mainly used to counter Burn Decks.)
- Dimensional Fissure/Macro Cosmos/Dimension Fortress Weapon/Banisher of the Light/Banisher of the Radiance and Gravekeeper's Servant (Prevents your opponent from attacking as long as "Gravekeeper's Servant" and one of the other 5 Cards are face-up on the field together.)
- Patrician of Darkness and Spirit Reaper/Marshmallon/Arcana Force 0 - The Fool (By forcing the opponent to attack the latter ones, you can block all of your opponent's attacks.)
- Swords of Concealing Light and Kaiser Colosseum (If you've got both of these cards, your opponent can only control face-down monsters. If you don't want to lose your "Swords of Concealing Light", add a "Gravity Axe - Grarl" and "Zero Gravity" instead.)
- Tyrant's Tantrum plus Macro Cosmos/Dimension Fortress Weapon/Banisher of the Light/Banisher of the Radiance (With "Tyrant's Tantrum" and one of the latter 4 cards active, your opponent cannot activate Spell Cards)
- Tyrant's Tummyache (Prevents the Special Summons of high-Level monsters. Works well in "Infernity" Decks)
- Zombie World (Prevents both players from Tribute Summoning non-Zombie-type monsters.)
- Mask of Restrict/Fog King (Prevents both players from Tributing.)
- Tualatin (Monsters of a specific Attribute from being Summoned. Useful against single-attribute Decks such as DARK Decks)
Supporting cards
- Splendid Venus (Prevents your own cards from being negated. Allows "Royal Decree" and "Royal Oppression" to co-exist while the controller can still activate Spell and Trap Cards. Works well with Fairy Decks)
- 2 Ojama Kings (or 1 "Ojama King" and 1 "Ojama Knight") (After destroying your opponents monsters, summon these to completely lock down your opponent's monster card zones.) If you don't have enough room for two "Ojama Fusions", try "Ground Collapse" instead.
- Doomcaliber Knight (This monster helps you negate Monster effects if cards like "Skill Drain" cannot be salvaged. Although his effect is obligatory, it counters even effects activated outside the field, like that of "Gorz the Emissary of Darkness", although "Gorz" will simply remain in its owner's hand and "Doomcaliber Knight" will be destroyed.)
- Thunder King Rai-Oh (Stops cards that search a player's Deck and add cards to their hand. It also can negate one Special Summon in addition to having 1900 ATK points.)
- Shadow-Imprisoning Mirror/Light-Imprisoning Mirror (Can be used but these do limit your own deck builds while being reliant on our opponents.)
Recommended Deck types
- Dragon: With "Future Fusion" for "Five-Headed Dragon" alongside "Red-Eyes Darkness Metal Dragon", you can effectively control the opponent with your best lockdown Dragon-Type monsters being Special Summoned each turn, assuming you used them as materials from your Deck or they are in the Graveyard. However, you have to start with "Future Fusion", which is Limited.
- Spellcaster: Many monsters with destruction or control effects to choose from. Very easy to lock down the opponent with the right amount of search effects, plus you can get your Spell Cards back. Spell Counter cards are especially powerful.
- Machine: This Deck relies heavily on anti-effect Machine-Type monster such as "Spell Canceller" and "Jinzo". You may swarm the field with "Machine Duplication" and use "Cyber Valley" to protect your field and draw a card. You may also use the previous combo to Special Summon "Destiny HERO - Plasma" and negate the opponent's monster's effects.
- (Wind/Dark) Dark Simorgh and anti-spell fragrance. This lockdown prevents your opponent from setting cards with dark simorgh and anti-spell fragrance forces your opponent to set spell cards before activating. So that prevents a set ryko and other things that need to be set as well as keeping your opponents spell and traps in their hand. A few variations are Mist Valley monsters (the wind) and Blackwing (the dark) or Dragunity and Blackwing.
