TCG Rulings
You can still send 1 Machine-Type monster from your Deck to the Graveyard if you Special Summon “Scrap Recycler” during the Damage Step.[1]
Returning 2 Level 4 Machine-Type EARTH monsters form your Graveyard to the Deck is a cost.[1]
OCG Rulings
- The effect of "Scrap Recycler" which sends a Machine-Type monster from the Deck to the Graveyard can be activated even when "Scrap Recycler" is Special Summoned during the Damage Step.[2]
- The text "return 2 Level 4 EARTH Machine-Type monsters in your Graveyard to your deck" of "Scrap Recycler" is a cost to activate its effect which draws one card.[3]
- You can activate the effect of "Scrap Recycler" even if it is Special Summoned during the Damage Step - for example, if it is Special Summoned by the effect of "[[:]]".[4]
