In the Damage Step, only certain cards and effects may be activated. [[Null and Void]] is a [[Normal Trap Card]] with [[Spell Speed 2]], doesn't alter the [[ATK]] and/or [[DEF]] of one or more monsters on the field and its card texts doesn't state that it may be activated during the Damage Step.

There should be no reason for Null and Void to be able to activate during the Damage Step, other than that it was ruled by Konami to work that way.

Axe of Despair[edit]

The BKSS ruling[edit]

FAQ from the 遊戯王カードWiki [1]:

Translation:

Q: When the monster equipped with this card is destroyed by a card effect during the Damage Step, can I return this card to the top of the Deck?
A: You can return it to the top of the Deck.
Q: When this card is destroyed by a card effect during the Damage Step, can I return this card to the top of the Deck?
A: You can return it to the top of the Deck.

Why is it BKSS?[edit]

The effect of "Axe of Despair" that returns itself to the top of the Deck is an Optional Trigger Effect. Normally, these effects are unable to be activated during the Damage Step.

Dark Lucius LV6[edit]

The BKSS ruling[edit]

TCG (UDE) ruling:

"If "Dark Lucius LV6" negates an opponent's monster effect, but is then flipped face-down, you cannot Special Summon "Dark Lucius LV8". However, if "Dark Lucius LV6" negates a monster effect, and is then temporarily removed from play with "Interdimensional Matter Transporter", when it returns to play you can Special Summon "Dark Lucius LV8"."

Why is it BKSS?[edit]

Most other rulings state that when a monster is removed from the field (or even flipped face-down) it will not "remember" via what means the monster was summoned, also what the monster has done before (attack/activate effect/targeted by other effects).

A "Dark Lucius LV6" that has been banished and returned to the field by the effect of Interdimensional Matter Transporter, shouldn't be able to remember that it had negated a monster effect.

Null and Void[edit]

The BKSS ruling[edit]

OCG ruling states:

ダメージステップで発動した「天空騎士パーシアス」等の効果にチェーンして「無効」を発動する事はできます。

Translation:

"Null and Void can be Chained to the effect of "Airknight Parshath" or other similar effects that activate during the Damage Step.

Effects that allow players to draw during the Damage Step include "The Bistro Butcher", "Chainsaw Insect", "Sasuke Samurai #3", etc. The above ruling implies that Null and Void can be activated during the Damage Step in Chain to these effects.

Why is it BKSS?[edit]

In the Damage Step, only certain cards and effects may be activated. Null and Void is a Normal Trap Card with Spell Speed 2, doesn't alter the ATK and/or DEF of one or more monsters on the field and its card texts doesn't state that it may be activated during the Damage Step.

There should be no reason for Null and Void to be able to activate during the Damage Step, other than that it was ruled by Konami to work that way.

Royal Oppression[edit]

The BKSS ruling[edit]

TCG ruling states:

"You can Chain the effect of “Royal Oppression” to negate and destroy “Starlight Road.”"

This includes may other effects that may or may not Special Summon monsters during the resolution of their effects. For example, Monster Gate and Macro Cosmos

Why is it BKSS?[edit]

The OCG Japanese card text for "Royal Oppression" states:

"モンスターの特殊召喚及び、モンスターの特殊召喚を含む効果を無効にし破壊する。".

A more correct English translation would be:

"The Special Summon of a monster(s) and/or the effect that includes the Special Summon of a monster(s) is negated and destroy those cards."

This implies that the effect of Royal Oppression can be used to negate effects that have a possibility of Special Summoning monsters even if it is not known whether or not monsters will be Special Summoned during the activation of the effect.
