During your Main Phase, after you successfully Summon a monster, you (the Turn Player) can respond to the Summon before your opponent can. So, you can activate your monster's effect before the opponent can activate his card. Your opponent can't do anything until you either activate something, or pass.
If your opponent activates his card without giving you the chance to {activate something/pass}, then he's playing improperly. You "rewind" the Duel (he puts his card back face-down), and you get the chance to do {activate something/pass} now.

unless it's a continuous effect or it specifically says you can use it on your opponent's turn, you can only use "once per turn" effects on your turn. Thorn of RosenYubel 20:01, May 12, 2010 (UTC)

Does the turn priority include things such as trap hole? Such as I normal summon Dark Red Enchanter, can I then activate his effect to remove the two tokens he gets from being summoned and have him discard a card before trap hole destroys it or does this only work for monsters already out? Also, similar to once per turn, if I summoned a Breaker The Magical Warrior, could I activate its effect after normal summoning if my opponent was using trap hole on it? I assume the above work against compulsory evacuation device as the card does not work on the summon but at choice of the user but I'd like to know if it actually would.

Priority ensures that the Turn Player gets to activate his/her effect as Chain Link 1. However, if there is an effect that is triggered, that effect must be the only effect on Chain Link 1. If the monster that you summoned has additional effects, you would have to wait for the initial chain to resolve before activating any other effects.

For example, Dark Red Enchanter has the effect "When this card is Summoned, place 2 Spell Counters on it.". Let's say you summon it an your opponent chains Trap Hole. Since you, the Turn Player have priority, you get to ensure that the effect of Dark Red Enchanter is Chain Link 1. However, the aforementioned effect is a mandatory trigger effect that activates as soon as it is summoned, this will be the effect at Chain Link 1. The chain will be formed:

Chain Link 1: The "When this card is Summoned, place 2 Spell Counters on it." effect of Dark Red Enchanter activates.
Chain Link 2: Trap Hole is activated in response to the summon.

Resolve the chain in reverse:

Chain Link 2: Trap Hole destroys Dark Red Enchanter .
Chain Link 1: Dark Red Enchanter is already destroyed so it resolve without effect.

This scenario is also the same for when Breaker the Magical Warrior is summoned.

Yes, you as the Turn Player can use Priority to activate the Ignition effect of Kamon and ensure that it is Chain Link 1 in the Chain. Then your opponent is free to chain Bottomless Trap Hole.-- HHTurtle  (Talk) 03:22, July 5, 2010 (UTC)

No. the "once per turn" is an ignition effect so it's spell speed one so it will have to be a new chain when the first one was a chain to the summoning and bottomless is of that chain--The Black Rose Rider 06:14, July 5, 2010 (UTC)

Yes, you can do that. Monsters don't have Priority. Turn Players do. Priority means that the Turn Player is always able to activate his/her effect as Chain Link 1. It doesn't have to be the monster that is summoned. Let's say you just summoned Black Rose Dragon. You can activate the effect of another monster like Card Trooper instead of BRDragon's. Then you pass Priority to the opponent and he/she chains Bottomless Trap Hole.-- HHTurtle  (Talk) 07:05, July 5, 2010 (UTC)

So can my opponent use gale's effect to half my creature's attack on my turn? Or like chaos sorcerer or maybe scrap dragon. Cause it did not specify on who's turn. I get confuse coz some people say can some say cannot
