Scapegoat is a very flexible card, doubly so because it is a Quick-Play Spell Card. It is best set onto the field, and then activated in your opponents End Phase. That way, the "Cannot summon on the turn this card is activated" will not apply. This card can also be used with a Toon Deck, since it only specifies that the tokens can't be tributed for a Tribute Summon, however, they can still be tributed for a Special Summon, or for a card effect, such as Tributing for Cannon Soldier's effect.
Metamorphosis works very well with the Sheep Tokens, since they are 1-Star monsters, they can still be tributed via a card effect, to Special Summon Thousand-Eyes Restrict. Magician of Faith can also work with Metamorphosis, in place of a Sheep Token.
