The ATK and DEF of a Level 4 or lower monster are limited by two rules: the "2000 ATK Rule" and the "2300 DEF Rule". These rules are both broken by several monsters, who usually have some kind of effect to limit the card. Recently, more monsters have been released that broke the previous records of the maximum ATK and DEF of a Level 4 or lower monster ; these particular monsters are Nomi monsters (which by itself is a weakness), which differs from the previous record-holding monsters, who normaly can also be Normal Summoned. These new monsters also have powerful effects, which makes their Level less important. One of these examples is Meklord Emperor Wisel, who has 2500 ATK and DEF, but only Level 1 ; it, however, cannot be Normal Summoned or Set.

The "Rule of 2000 ATK" is a general rule that applies to Level 4 or lower Monster Cards; it states that once Monster Cards get to 1900 ATK, to go further, to 2000 and beyond, Special Conditions had to apply to the monster to limit the card.
+
By convention, if a Level 4 or lower Normal Summon monster has more than 2000 ATK, it must have some negative effect or other restriction to limit its playability. If it has exactly 2000 ATK, it must either be a Normal Monster or have a negative effect.

Two exceptions to this rule are "Gene-Warped Warwolf" and "Alexandrite Dragon". These cards pretty much destroyed the usefulness of other 2000 ATK cards with negative side effects (like "Panther Warrior") when they were released.
+
For example, "Thunder King Rai-Oh" has 1900 ATK and is thus permitted to have a beneficial card effect. Conversely, "Panther Warrior" and "Zombyra the Dark" have 2000 and 2100 ATK respectively, and thus have the negative effects of requiring a Tribute in order to attack and losing ATK upon attacking, respectively.

Several Level 4 Normal Monsters have 2000 ATK, outclassing monsters with 2000 ATK and negative effects. They all have either 100 or 0 DEF. There are currently such monsters: "".

There are many Level 4 cards beyond 2000 ATK points. However, they have negative side effects to counterbalance their massive power. Some examples include "Zombyra the Dark" (2100 ATK) "Giant Orc" (2200 ATK), "Goblin Attack Force" (2300 ATK), "Chainsaw Insect" (2400 ATK) and "Giant Kozaky" (2500 ATK). There are currently Level 4 or less  monsters with more than 1900 ATK, which makes them very common. This makes devastating effects, if you "lift" restrictions when you usually summon it with effects negated.
+
During the TCG reveal of "Alexandrite Dragon", the second ever such monster, it was described as having "the maximum possible ATK for a Level 4 Normal Monster."<ref>{{cite web | url = https://yugiohblog.konami.com/articles/?p=3246 | title = Photon Shockwave Previews! Level 4 or lower monsters can have effects that conditionally causes their ATK to exceed 2000 without needing to have negative effects, as the conditionality of their ATK is effectively a negative effect. For example, "Ghost Bird of Bewitchment" has an original ATK of 1300, but gains 1000 ATK if it is in the leftmost Monster Zone, giving it 2300 ATK without a negative effect.

Similar to the "Rule of 2000 ATK", the "Rule of 2300 DEF" states that, once Monster Cards get to 2200 DEF, to go further, to 2300 and beyond, Special Conditions had to apply to the monster to limit the card. The original limit was 2000, but since nowadays many Level 4 or lower Monster Cards have DEF equal to or higher than 2000, it makes a "Rule of 2000 DEF" meaningless. Some even have positive effects like Gear Golem the Moving Fortress or Gladiator Beast Hoplomus.2200 DEF monsters were rare, but now are quite plentiful, with monsters with 2200 DEF, as are 2100 DEF monsters, which currently are .

Only 5 Level 4 cards have over 2200 DEF. They are "Giant Kozaky" (2400 DEF), "Meklord Emperor Wisel" (2500 DEF) "Big Shield Gardna" (2600 DEF), "Destiny Hero - Defender" (2700 DEF) and the recently released in the TCG "Super Crashbug", with the incedible high DEF number of 3000, which, by its own effect, becomes 3000 ATK. They all have negative effects, such as giving your opponent extra cards (hand advantage), switching to attack position (as well as having extremely weak attack), only being able to exist on the field while an extemely weak monster exists as well or difficulty in summoning.

Gene-Warped Warwolf
"Gene-Warped Warwolf", one of the very few 2000 ATK Level 4 Normal Monsters to break the "Convention of 2000 ATK"

The ATK and DEF of a Level 4 or lower monster tend to be limited by two unwritten conventions: the "2000 ATK convention" and the "2200 DEF convention". These conventions state that for a Level 4 monster to have an ATK or DEF equal to or higher than these values, it must have some kind of negative effect or other restriction (such as being a Nomi monster). For example, "Meklord Emperor Wisel" is a Level 1 Monster Card that has 2500 ATK and DEF; however, it cannot be Normal Summoned or Set.

Convention of 2000 ATK[edit]

Meklord Emperor Wisel
"Meklord Emperor Wisel" is tied with "Giant Kozaky" to the highest ATK for a Level 4 or lower monster and has one of the highest DEF; however, it is difficult to Summon.

By convention, if a Level 4 or lower Normal Summon monster has more than 2000 ATK, it must have some negative effect or other restriction to limit its playability. If it has exactly 2000 ATK, it must either be a Normal Monster or have a negative effect.

There are currently 17 such monsters: "Adventurer Token", "Alexandrite Dragon", "Alligator Token", "Bellcat Token", "Gene-Warped Warwolf", "Gunkan Suship Shari", "Jongleur-Ghoul Illusionist", "Leotron", "Lunalight Token", "Megalosmasher X", "Mekk-Knight Avram", "Mystery Shell Dragon", "Phantom Gryphon", "Photon Token", "Security Token", "Shiny Black "C" Squadder", "Zombino".

During the TCG reveal of "Alexandrite Dragon", the second ever such monster, it was described as having "the maximum possible ATK for a Level 4 Normal Monster."[1]

Level 4 or lower Normal Summon monsters with 2000 ATK or more[edit]

There are currently 72 Level 4 or lower Main Deck monsters with 2000 ATK or more in the TCG/OCG.

Convention of 2500 DEF[edit]

Gear Golem the Moving Fortress
"Gear Golem the Moving Fortress" has 2200 DEF and no negative effects.

By convention, if a Level 4 or lower Normal Summon monster has 2500 or more DEF, it must have some negative effect or other restriction.

For example, "Gear Golem the Moving Fortress" and "Guard Mantis" have 2200 and 2400 DEF respectively, and are allowed to have positive effects. Conversely, "Big Shield Gardna" has 2600 DEF and has the negative effect of being forced to switch to Attack Position after being attacked.

Level 4 or lower Normal Summon monsters with 2500 DEF or more[edit]

There are currently 4 Level 4 or lower Main Deck monsters with 2200 DEF or more in the TCG/OCG.

Yu-Gi-Oh! Rush Duel: Conventions of 1500 ATK and DEF[edit]

In Rush Duel, Level 4 or lower Normal Monsters typically can only have 1500 or less ATK/DEF, while Effect Monsters in the Main Deck can only have 1400 or less ATK/DEF. The only non-Legend Main Deck monsters to break this convention are "Transamu Rainac", "Voidvelgr Pale Rider", and "Beta The Magnet Warrior"; the former's unusually high ATK is pointed out when it is Summoned in Yu-Gi-Oh! GO RUSH!!.[2]

Prior to the release of "Cycliptron" in Maximum Ultra Evolution Pack, the highest DEF on a Level 4 or lower Normal Monster was 1400, although "Ichtyosterguard" previously appeared in the Yu-Gi-Oh! SEVENS anime with 1500 DEF.

Level 4 or lower monsters with 1500 ATK or more in Yu-Gi-Oh! Rush Duel[edit]

There are currently 83 Level 4 or lower monsters with 1500 ATK or more in Rush Duel.
