A Special Summon Monster is any monster that has a rule or condition that prevents it from being Normal Summoned and Normal Set. It often has a Summoning Condition that restricts how the monster must be Special Summoned. Therefore, most of these monsters are considered Nomi or Semi-Nomi monsters.
Monsters with the "Cannot be Normal Summoned/Set."[note] line in their text are all considered Special Summon Monsters, as well as Fusion, Ritual, Synchro, and Xyz Monsters.
Any monster that is not a Special Summon Monster is considered a Normal Summon Monster.
