Ignoring the Summoning conditions is a phrase that allows a card effects to Summon a monster regardless of the Summoning conditions written on that Monster Card.
Special Summoning by ignoring the Summoning conditions is not considered properly Special Summoning, so if a Nomi or Special Summon-only monster is Special Summoned this way, it cannot be Special Summoned from the Graveyard or if banished.
However, even with an effect that ignores the Summoning conditions, Nomi and Special Summon-only monsters cannot be Special Summoned from the Graveyard or if banished unless they have first been properly Special Summoned.[1]
The phrase was coined by Kevin Tewart of Upper Deck Entertainment[citation needed] to allow for flexibility when Summoning LV monsters with either "Level Up!" or "Level Modulation", although this term has been applied to many other groups of cards, such as monsters that cannot be Special Summoned and Special Summon-only monsters.
